This note is NP EXPLAINS. The order is verified. Dates for the states left out are developing. It was checked at 9:20 am IST on 16 October 2026, and the post went up at 10:08 am IST.
The Election Commission of India has ordered a Special Summary Revision of voter lists in 17 states and Union Territories. The letter is No.23/2026-ERS, dated 15 October 2026, addressed to 17 Chief Electoral Officers. The qualifying date is 1 January 2027. The Hindu, The Indian Express and ThePrint report the order. The letter is the Commission's document.
The caption names three steps. The draft roll is on 12 November 2026. Claims and objections run from 12 November to 11 December. The final roll is on 4 January 2027. The desk's record of the same letter also lists 2 November and 28 December 2026 in the schedule, along with 12 November, 11 December and 4 January 2027. This note does not give 2 November or 28 December a label the caption did not give them.
The 17, as the caption lists them, are the Andaman and Nicobar Islands, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Manipur, Puducherry, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.
SSR and SIR are different. SSR, the Special Summary Revision, is the annual update. SIR is the Special Intensive Revision. For this SSR, enrolment does not need citizenship documents, and it does not need mapping from old rolls. The Hindu reports that. The Hindu also reports that there are no BLO house visits for this revision. SSR does not replace SIR, and it does not end it.
The rest of the map is developing. States where SIR is under way, or where it has just been completed, get their SSR schedule later. Himachal Pradesh, Jammu and Kashmir, and Ladakh are also later, with the schedule to follow the weather. No date for those places is in this letter.
For a voter in the 17, the draft on 12 November is the list to check. A new name is Form 6. An objection or a deletion is Form 7. The Indian Express reports that polls are due at the start of next year in Punjab, Uttar Pradesh, Uttarakhand, Manipur and Goa. Parties are to get the draft roll and the final roll as a readable PDF.
Two published notes are about SIR, which is a different exercise. One is the Delhi hearing on deleted voters and Form 6, moved to 28 October: Delhi SIR: court moves the deleted-voters hearing to 28 October. Another is the 15 October notice to the Election Commission: SC notice to the EC on the SIR plea. Neither is this SSR order.

What is verified is the letter, the qualifying date of 1 January 2027, the draft, claims window and final roll as named, the list of 17, and the line that SSR is not SIR. What is developing is the schedule for the states and territories this letter does not date.
