This note is verified. The carousel was posted at 8:48 am IST on 20 October 2026. The record used here is a Press Information Bureau release of the Ministry of Consumer Affairs, Food and Public Distribution, PRID 2325128, timed 4:38 pm IST on 19 October 2026; a PTI report carried by CNBC-TV18; and a Business Standard report. The release and the two reports name the same seven platforms and the same count of sellers and listing entries. The penalty wording is not the same. The count used in this note is the one in the PIB release and the PTI report. Business Standard's wording is set out on its own.

The Central Consumer Protection Authority acted against seven online platforms. The action concerns listings and sale, without authorisation, of regulated explosives. The substances named are ammonium nitrate, gunpowder, picric acid and PETN. The platforms are IndiaMART, TradeIndia, Dial4Trade, Justdial, Sigma-Aldrich India, ExportersIndia and Ibuychemikals.

According to the PIB release, the platforms gave details of 3,940 sellers and listing entries, and every one of those entries has been delisted. PTI reports the same figure of 3,940. Business Standard also reports that 3,940 sellers were delisted.

The PIB release and PTI describe three final orders. Each order carries a penalty of ₹10 lakh. Taken together, that is ₹30 lakh. The first order is against Dial4Trade, and it concerns ammonium nitrate. PTI reports that the NCDRC dismissed Dial4Trade's appeal on 9 October. The second order is against ExportersIndia, for ammonium nitrate and PETN, and the penalty is ₹10 lakh. The third order is also against ExportersIndia, for picric acid, and the penalty is again ₹10 lakh. ExportersIndia has filed appeals at the NCDRC. Those appeals are still pending.

Business Standard puts the penalties in fewer words. It says fines of ₹10 lakh each on Dial4Trade and ExportersIndia. That sentence does not set out two orders against ExportersIndia, and it does not give a total of ₹30 lakh. Where the reports differ, this note follows the PIB release and PTI.

Three other tracks have no final order. IndiaMART has challenged the authority's show-cause notices by a writ petition in the Delhi High Court. Justdial is listed for a final hearing before the authority on 23 October 2026. Sigma-Aldrich India, TradeIndia and Ibuychemikals are under a probe by the Director General (Investigation). The seller lists from the platforms have been shared with PESO.

A PESO licence is required, under the Explosives Act 1884 and the Ammonium Nitrate Rules 2012, for the legal sale and purchase of these substances. Platforms are expected to show a seller's valid PESO licence details, and to check the buyer's identity and licence before a purchase is made. The authority's action is under the Consumer Protection Act 2019 and the E-Commerce Rules 2020.

Anyone who sees explosives offered for sale online can report it on the National Consumer Helpline, 1915.
