This note is NEED TO KNOW. The stamp is verified. The status chip is FROM 1 NOV, because the rule has not started. The Department of Telecommunications circular was read in full on 16 October 2026 at about 7:46 am IST. The caption records a last check at 12:15 pm IST the same day. The reel was posted at 12:26 pm IST.
The document is DoT Circular no. 01/Licensing Policy/2026, dated 13 October 2026, file F. no. 20-1349/2024-AS-I. It is on the department's website as a PDF. The Indian Express and Business Standard, both on 15 October 2026, report the same order. The safe claims in this note are the circular's clauses. Those two reports are the second check.
From 1 November 2026, telecom operators must switch on caller name display, which the circular calls CNAP, on 4G and higher. The on-screen card says this is for all service areas. Paragraph 4(a) says it is without a separate request from the user. It is on by default. Paragraph 2 says 2G, 3G and the public switched telephone network, the landline, are to be considered separately. They are not brought into force on 1 November by this circular.
What the phone shows is in paragraph 4(b). A saved contact is shown first. If the number is not saved, a domestic call shows the calling name identity from the operator's subscriber record. An international call shows the words "International Call".
That domestic name is the name in the caller's operator subscriber record, the KYC name. It is not necessarily the person holding the phone. A handset can be with someone else. A record can be in one name and the call placed by another. The screen is showing the record, not confirming who is speaking.
Paragraph 8 says names are not presented for CLIR users. On the card, that line is "Names stay hidden". Paragraph 5(a) is a security-by-design rule: the name is not retained once the incoming call is complete. The name is for the call. It is not kept after the call ends.
The circular applies to telecom network calls under the access service authorisation. WhatsApp and other internet calling are not covered by this circular. A call that never touches that telecom network is outside this rule.
Paragraph 6 limits a preferred name. A business or bulk preferred name is allowed only if it is a registered trademark or a GST trade name, and only if the operator has verified it. That limit was left off the on-screen cards for space. It is part of the circular, so it is in this note.
The rule does not promise that spam or fraud calls will end. It is a display of a registered name, not a finding that the call is safe. The caption's safety line says there is no promise that spam will end, only that a registered name is shown.
This note is not legal advice. The circular and the operator's own notice are the documents to check.
The cover is a graphic made by Neutral Politics. The credit is "NP graphic".
What is verified is the circular, the 1 November 2026 start on 4G and higher, the order of what is displayed, the CLIR exception, the rule that the name is not kept after the call, and the limits on 2G, 3G, landline, internet calls, and a preferred business name. What is not claimed is that the person holding the phone is the person named, or that unwanted calls will stop.

What each side says
What the circular requires
Caller name display on 4G and higher from 1 November 2026, on by default. Saved contact first, otherwise the operator-record name, and "International Call" for an international call.
What it does not do
It does not cover 2G, 3G, landline, or internet calls such as WhatsApp. It does not promise an end to spam or fraud. The displayed name may not be the person holding the phone.
Not confirmed
- That the person holding the phone is the person named on the screen. The name is the operator subscriber-record name.
- That spam or fraud calls will stop.
- That 2G, 3G or landline calls will show a name on 1 November. The circular says those are to be considered separately.
